The Reconstruction and Development Programme (RDP) was implemented by former South African President Nelson Mandela in 1994 in order to tackle the housing crisis faced by some South Africans by providing them with fully built homes. This temporary accommodation RDP complex was build to welcome the homeless at the peek of the COVID-19 pandemic but apartments were never allocated.
