Putin: world needs to avoid steps that would heighten tensions with N.Korea
MOSCOW, Sept 3 (Reuters) - Russia's President Vladimir Putin said on Saturday that the international community needs to avoid any actions that would further heighten tensions with North Korea.
He said Russia favored bringing North Korea back to international negotiations over its nuclear program.
