U.S. Appeals Court blocks Kansas, Alabama, Georgia on voter ID rule
WASHINGTON, Sept 9 (Reuters) - A U.S. Court of Appeals on Friday blocked an effort by Kansas, Alabama and Georgia to require proof of citizenship when registering to vote.
