Sept 5 (Reuters) - Russian Energy Minister Alexander Novak told Kommersant-FM radio:
* Oil prices of between $50 and $60 per barrel would be fair for both producers and consumers;
* Tough competition, non-coordinated actions between producers lead to a long period of low oil prices;
